Five miles from the Libyan border in Tunisia, a massive tent city is under construction in the town of Allouetel Gounna. In this image taken today, hundreds of small tents and ruggedized shelters are in place. Personnel are starting to occupy the northernmost encampment. A store of unopened supplies exists at the eastern end of the new camp.
